Section 32 of the Resource Management Act requires councils to produce an evaluation report to accompany a Proposed District Plan to ensure that any proposed provisions are robust, evidence-based and the most appropriate means to achieve the purpose of the RMA. The section 32 evaluation report provides the rationale for the provisions in the Proposed District Plan.
The section 32 reports include a Section 32 Evaluation Overview and Strategic Directions Report and individual topic reports. The Overview and Strategic Directions Report provides an overarching introduction to the section 32 evaluation, the legislative requirements for the evaluation, and an overview of the process the Councils have undertaken in reviewing the District Plan. It also contains an evaluation of the Strategic Direction Objectives. The individual topic reports contain a separate and more detailed evaluation of each of the topics that form part of the review of the Operative Wairarapa Combined District Plan.
